Position Summary

The Strategic Information Specialist – Population and Development will play a pivotal role in leveraging data, analytics, and advocacy to enhance program impact. This position focuses on translating population dynamics into actionable insights, guiding policy, and supporting sustainable development in Zambia.

Reporting to the Deputy Representative, the Specialist will lead initiatives that integrate population trends into national development policies and ensure data-driven programming for inclusive growth.

Key Responsibilities

Policy Advocacy and Analysis

Conduct demographic analyses to inform Zambia’s development planning and financing strategies.

Develop policy briefs, advocacy materials, and communication tools to promote evidence-based policymaking.

Advocate for the integration of ICPD Programme of Action and SDG goals into national development frameworks.

Monitor political, socio-economic, and demographic trends to identify opportunities for strategic interventions.

Technical Leadership in Population and Development

Guide stakeholders in applying demographic data to address inequalities and promote sustainable development.

Build capacity among government institutions and partners to use population data in policy and planning.

Collaborate with partners to strengthen Zambia’s statistical systems, including population censuses and surveys.

Programme Design and Management

Lead the design and implementation of the population and development components of UNFPA’s country program.

Apply results-based management to monitor and evaluate program outcomes effectively.

Foster partnerships with government agencies, NGOs, and academic institutions to advance demographic research.

Data and Knowledge Management

Support the Zambia Statistics Office in conducting SRH and GBV-related surveys and improving civil registration systems.

Analyze demographic shifts to guide program interventions and resource allocation.

Produce high-quality research and technical documentation on population trends and their impact on Zambia’s development.

Team Leadership and Supervision

Supervise and mentor the Programme Analyst, ensuring alignment with UNFPA’s values and objectives.

Collaborate with other thematic teams to address emerging population issues and share knowledge.

Qualifications and Experience

Education:

Advanced degree in Population Studies, Demography, Statistics, Economic Development, or related fields.

Experience:

At least 5 years of professional experience in population dynamics, data analysis, or policy advocacy.

Proven expertise in managing multi-sectoral projects and engaging with diverse stakeholders.

Strong proficiency in statistical software (SPSS, Stata, R) and geospatial tools (ArcGIS, QGIS).

Knowledge of ICPD, SDG agendas, and rights-based, gender-sensitive approaches to development.

Skills:

Excellent communication, analytical, and report-writing skills.

Ability to work under pressure and handle multiple priorities effectively.
